PROBLEM TO BE SOLVED: To provide a system for preventing interruption of an input of a variable length code without increasing the circuit scale even when variable length codes with a short code length are consecutive. SOLUTION: The system for preventing interruption of an input of a variable length code is provided with a variable length decoder 105A that decodes a variable length code; a buffer 102A that buffers the variable length code to be supplied to the variable length decoder; a detection means 121A that detects whether or not the occupancy ratio of the variable length codes in the buffer increases; and a discard means 121A that discards the variable length code to be supplied to the buffer when the detection means 121A detects that the occupancy ratio of the variable length codes in the buffer increases. Further, an elementary stream extraction means 103A extracting an elementary stream is provided between the discard means and the buffer or to a pre-stage of the discard means.
