PROBLEM TO BE SOLVED: To provide a comparatively lightweight eddy current speed reducer that utilizes both an electromagnet and a magnet, and does not require an actuator for switching between non-braking and braking. SOLUTION: Inside a brake drum 3, a ring-shaped member is made up of a plurality of electromagnets 30 and magnets 9 positioned alternately in the circumference. Between the electromagnets 30 and the magnets 9, magnetic pole members 4 are put facing the inside surface of the brake drum 3.
