PROBLEM TO BE SOLVED: To provide an earthquake observing apparatus which can verify a vibration behavior of an entire structure in a plant. SOLUTION: The apparatus for analyzing a vibration comprises a first acceleration measuring unit for measuring an acceleration of a structure fixed to a support by a fixing part, a second acceleration measuring unit for measuring an acceleration of the support, and an analyzing unit having a damping coefficient calculating unit for calculating a damping coefficient at the vibration of the structure based on the acceleration for calculating the damping coefficient in the vibration of the structure based on a vibration analyzing model and the accelerations measured by the first and second measuring units. The apparatus can precisely calculate the acceleration to be applied to the entire structure by calculating the damping coefficient of the structure.
