摘要 PROBLEM TO BE SOLVED: To provide a polyol composition for a flame retardant and rigid polyurethane foam having good adhesivity to a face material, being capable of forming a polyisocyanurate foam having a small shrinkage of the foam, while retaining a flame retardency on a good level, and to provide a manufacturing method of the flame retardant and rigid polyurethane foam. SOLUTION: The polyol composition for the polyurethane foam comprises a polyol compound of 100 pts.wt., a phosphate flame retardency of 10-30 pts.wt., a foaming agent, a foam stabilizer, and a catalyst, the polyol compound comprising an aromatic polyesterpolyol of 60-80 pts.wt., having a hydroxyl group value of 150-400 mg KOH/g and a polyetherpolyol of 40-20 pts.wt. having the hydroxyl group value of 200-500 mg KOH/g, and the catalyst comprising a 3-20 C carboxylic acid alkaline metal salt catalyst (A) and a quaternary ammonium salt catalyst (B) in the weigh ratio of the catalyst (A) to the catalyst (B) of 0.1-0.5.
