PROBLEM TO BE SOLVED: To provide a neutron detector, neutron detecting method and neutron monitoring method having preciseness improved in the point of counting rate, and the more precise evaluation of a material as the result. SOLUTION: A neutron decelerating material, a thermal neutron shielding material, and a thermal neutron absorptive material are provided around a neutron detector in different compositions.
