PROBLEM TO BE SOLVED: To provide an information recording medium which records an MPEG transport stream with a storage format not dependent upon a platform and a device and method capable of rapidly and easily performing copying between apparatus without depending upon the real time. SOLUTION: The information recording/reproducing device has means of converting recorded contents to the file format consisting of a common simple header section and data section and outputting the same through a digital interface to the external apparatus or means of recording the recording medium, thereby permitting the copying of contents without depending upon the reproducing time of the contents.
