摘要 <p>PROBLEM TO BE SOLVED: To realize high speed operation of the compression encoding of extracted picture data in an arbitrary shape. SOLUTION: Simple moving vectors D24 and D31 are detected from the first and second frame picture data of moving picture data D1 by a simple moving vector detector 74, extracted picture data are traced in the first and second frame picture data by using those simple moving vectors by a mask picture generator 77, moving vectors D26 and D37 of the second frame picture data are detected by sharing the simple moving vector D24 by a moving vector detector 91, the extracted picture data are successively extracted from the first and second frame picture data based on the traced result, and the data are compression-encoded by using the moving vectors D26 and D37 by a compression encoding part 72. Thus, it is possible to much more sharply reduce the arithmetic quantity at the time of detecting the moving vectors that the case that the moving vectors are detected separately for extracting and picture- encoding the extracted picture data, and therefore to realize the high speed operation of the compression-encoding processing of the extracted picture data.</p>
