PROBLEM TO BE SOLVED: To provide a toilet seat sheet fixing element on a toilet seat capable of nearly fixing a toilet seat sheet and the like to a toilet seat in a western style toilet for seating a toilet user to the toilet seat hygienically. SOLUTION: On both faces of a water soluble base body 1 with a predetermined width and a predetermined length, adhesive parts 2 and 2 are arranged on the front and back faces symmetrically with respect to the both faces in both ends on a pair of opposite sides. Alternatively, the adhesive part 2 is arranged on one face of the water soluble base body, or on the other face, a folding line 5 is arranged at the longitudinally middle position of the adhesive part 2.
