PROBLEM TO BE SOLVED: To cause respective processing unit of a decoder to operate efficiently and thereby to increase the speed of decoding processing. SOLUTION: One or a plurality of processing units (variable-length decoding units(VLD) 21, inverse quantization units(IQ) 22, inverse scanning units(IS) 23, inverse DCT units(IDCT) 24, and motion compensating units(CM) 25) for performing processing at each processing stage are provided for each stage, and each processing unit determines whether processing by the processing unit for performing processing of subsequent processing stages is possible or not, and outputs processed data to the processing unit which is determined to be able to perform processing based on the determination.
