PROBLEM TO BE SOLVED: To provide equipment and method which multiplex exclusive physical channels so as to execute external circulation power control of high reliability in a CDMA communication system. SOLUTION: When new transmission data are generated after transmission data are not present in a CDMA(code division multiple access) mobile radio communication system, the value of an objective SIR(signal-to-interference ratio) must be held adequately. In a method for transmitting an exclusive physical data channel through an exclusive physical data channel, when the transmission data to be transmitted through the exclusive physical data channel are not present, the mobile communication system consists of a step for generating a dummy bit formation requiring signal when the transmission data are not present, a step for generating a dummy bit stream by receiving the signal, and a step for transmitting an exclusive data channel signal formed by adding CRC(cyclic redundancy check) bit stream to the dummy bit row.
