PROBLEM TO BE SOLVED: To provide a flow control apparatus that is easily assembled and at low cost and in which sliding of components is prevented to suppress lowering in sealability. SOLUTION: A throttle chamber of this invention is constituted by installing a shaft member 41 that has a sensor connecting part 27, a valve element part 23, and a shaft seal part 29 to a throttle body 11. The throttle body 11 has an insertion hole 13 and an intake passage 12 intersecting with the insertion hole, and the valve element part 23 is rotatably positioned in the insertion hole 13 to open and close the intake passage 12. Openings 13j, 13k of the insertion hole 13 are respectively sealed with the shaft seal part 29 and sensor connecting part 27. A pair of projecting parts projecting inward to make the sectional area small is disposed to the insertion hole 13. When closing the intake passage 12, end face parts 23a, 23a of the valve element part 23 are brought into contact with the projecting parts.
