PURPOSE: A phosphor thin film, a method for producing the same and an EL panel are provided to achieve a high luminance, a satisfactory color purity enough to eliminate a need for filters, and a long luminance life. CONSTITUTION: A phosphor thin film is formed of a matrix material. The matrix material matrix material is an oxysulfide containing at least an alkaline earth element Ga and/or In. The matrix material contains an element serving as a luminescent center.
