PROBLEM TO BE SOLVED: To improve the technique of monitoring the performance of an optical communication system. SOLUTION: A device for monitoring the performance of a synchronous optical network standard signal is provided with the means (A) of being supplied with a standard optical signal and converting the standard optical signal to an electrical signal, the means (B) of separating a framing signal part from the electrical signal and leaving noise on a framing signal inside the time slot and the means (C) of selectively separating the noise from data power for monitoring so as to use it as the reference of the quality of the standard optical signal.
