PROBLEM TO BE SOLVED: To provide a liquid for forming a titania film which is excellent in storage stability, is neutral and highly safe, and can realize, by only drying at a low temperature, the organic decomposing capability and antistaining, antifogging, and drip-proofing properties formerly realizable only by heating at a high temperature; and a method for forming a titania film from the liquid. SOLUTION: This liquid for forming a titania film is prepared by mixing a polyester resin with a titania sol solution which is synthesized by reacting hydrogen peroxide with a hydroxylated titanium gel prepared from a basic substance and an aqueous solution of a titanium compound.
