PROBLEM TO BE SOLVED: To quickly and accurately discriminate the operating condition of an internal combustion engine in a simplified system constitution having no sensor for throttle opening. SOLUTION: The internal combustion engine 1 includes a suction passage 2 whose suction pressure PM may change, and because the size of the change amount of the suction pressure PM with the absolute taken into account sensed at every certain crank angle interval in accordance with the operating condition is merely compared with the specified threshold, it it is possible to quickly and accurately discriminate whether the engine 1 is in the accelerating/ decelerating condition or in steady condition. If at this time, the specified crank angle is assumed as a crank angle in the suction stroke of the engine 1, it is possible to seize the timing at which the suction pressure PM changes greatly, and a more accurate judgement can be made for the operating condition of the engine 1 on the basis of the change amount of the suction pressure PM.
