PURPOSE: An apparatus and method for improving low-temperature startability of a vehicle is provided to automatically start-up if the coolant temperature is bellow a prescribed temperature in the state that the gear position is on 'N' or 'P', and a parking brake is operating in winter so as to improve the startability. CONSTITUTION: An apparatus for improving low-temperature startability comprises an engine RPM sensor(2) installed to a side of an engine rotation shaft(1) to detect engine RPM as an electric signal, a rectifying part(3) rectifying AC voltage corresponding to the engine RPM input through the engine RPM sensor to DC voltage, an engine signal converting part(4) converting the output voltage of the rectifying part to a digital signal to make the output signal recognized in a control part(11) as the engine RPM, a gear condition sensor(5) detecting the position of a shift lever for gear-shifting as an electric signal, a gear signal converting part(6) converting the analog signal of gear condition output from the gear condition sensor to a digital signal, a parking brake condition sensor(7) installed to the bottom part of a parking brake lever to detect operation of the parking brake lever as an electric signal, a converting part(8) for parking brake signal converting the analog signal output from the parking brake condition sensor to a digital signal, a temperature sensor(9) detecting the coolant temperature as an electric sensor, a converting part(10) for temperature signal generating 'ON' or 'OFF' signal corresponding to the output signal from the temperature sensor, and the control part(11) receiving output signals from each converting part(4,6,8,10) to execute a prescribed program and generating an operation or cutting-off signal to a relay operating part(12), and the relay operating part(12) selectively operating ignition 1,2 or a relay for operating a start motor(IG1,IG2,START) corresponding to the output signal of control part.
