PURPOSE: To provide a sterilizing water making apparatus wherein a drain mechanism for preventing freezing is simply constituted without generating chlorine gas. CONSTITUTION: In the method for making hypochlorous acid sterilizing water by adding a sodium hypochlorite aqueous solution and an acidic aqueous solution such as hydrochloric acid or the like to raw water such as tap water, well water or the like to mix them therewith, a raw water supply part, sodium hypochlorite aqueous solution and the hydrochloric acid aqueous solution adding parts 23 and 24, a sodium hypochlorite stirring part 36, a hydrochloric acid stirring part 37 and a mixing and stirring part 38 are successively arranged from a vertically high position to a vertically low position.
