<p>PROBLEM TO BE SOLVED: To record data effectively by applying high efficiency coding between plural frames. SOLUTION: This device is provided with a high efficiency coding means 102 applying high efficiency coding to image data of consecutive N-frames (N is an integer being 1 or over) as GOP to generate compressed data, a 1st arrangement means 103 that divides a recording area for recording compressed data into N-sets of picture areas and one non-important data area and arranges data corresponding to each frame in the compressed data in the picture area corresponding to each frame in the GOP, a 2nd arrangement means 104 that arranges the compressed data having not been arranged by the 1st arrangement means 103 to a free area of the picture area or the non-important data area, and a recording means recording the data in the recording area arranged by the 1st arrangement means 103 and the 2nd arrangement means 104 onto a prescribed number of tracks on a tape.</p> |
