PROBLEM TO BE SOLVED: To inform a rescuer of the occurrence and place of a distress and to take safe and quick rescue actions by installing devices at proper intervals in a place where a distress possibly occurs and allowing a victim to use them in case of a distress. SOLUTION: Columns 1 which are stood at proper intervals are provided with display members 2 which display the occurrence of a distress and each display member 2 is provided with a communication device which is driven with a solar battery 4 and has an antenna 5 for receiving a radio wave from a portable telephone set or simple portable telephone (Personal Handy phone System: PHS).
