<p>PROBLEM TO BE SOLVED: To provide an adaptive orthogonal transformation device which can realize high encoding efficiency, and a recording medium which records data encoded by the device. SOLUTION: An N×N pixel block [A], extracted by an even row pixel block extracting part 2, is subjected to DCT-encoding and transmitted or stored. The DCT-encoded data are decoded, and SVC transformation based [SH],[SV] of a decoded pixel block [NA] are calculated by an SVD transformation base calculating part 8. An N×N pixel elements block [B] extracted by the extracting part 2 is subjected to SVD orthogonal transformation in an SVD orthogonal transformation part 9 by using the bases [SH], [SV]. The data subjected to the SVD orthogonal transformation are encoded and are transmitted or stored.</p> |
