PROBLEM TO BE SOLVED: To provide a low-cost EL device of a long service life, capable of preventing the infiltration of moisture, and its manufacturing method. SOLUTION: This EL device has a transparent base material 2; a transparent electrode 3 provided on one face of the transparent base material 2; a separating part 4 formed near an outer peripheral part 3a of the transparent electrode 3; a sealing member 5 for covering the separating part 4; a luminescent layer 6 provided inside the separating part 4 so as to cover the transparent electrode 3; an insulating layer 7 provided to cove the luminescent layer 6; and a back plate 8 provided to cover the insulating layer.
