PROBLEM TO BE SOLVED: To prevent an enterprise permitted to utilize a memory area in the IC card of multiple applications from improperly consuming the memory area exceeding a memory area size or a memory area position permitted beforehand. SOLUTION: In a memory management program on the IC card, the identification information of the enterprise to whom a card issuer transfers the utilization right of the memory area and the size of the memory area whose utilization is permitted to the enterprise or the position information of the memory area are paired and preserved. When the enterprise with the utilization right loads or deletes the application or the data on the memory area, the remaining size of the memory area or utilization position information permitted to the enterprise is checked and the propriety of the utilization of the memory area is decided on the basis of it. Thus, the enterprise permitted to utilize the memory area is prevented from consuming the memory area exceeding the memory area size or the memory area position permitted beforehand.
