PROBLEM TO BE SOLVED: To prevent electronic data from leaking, being fraudulently altered and being unauthorizedly copied at a high level. SOLUTION: When a biological information authentication section 1 confirms a fingerprint of a user itself, the biological information authentication section 1 outputs an authentication result 1A denoting coincidence and a control section 2 outputs a recording and reproducing permission 2A to a recording and reproducing section 3. Thus, the recording and reproducing section 3 uses a recording section 31 to record external input information 5A or uses a reproduction section 32 to reproduce external output information 6A. When the fingerprint of the user itself cannot be confirmed, the biological information authentication section 1 outputs an authentication result 1A denoting dissidence and the control section 2 outputs no recording and reproducing permission 2A. Thus, the recording and reproducing by the recording and reproducing section 3 is inhibited.
