PROBLEM TO BE SOLVED: To provide a method for manufacturing a pneumatic tire by which the qualitative accuracy can be enhanced almost without deformation of an annular member and an insignificant adverse effect of distortion or splice lap during a turnup operation and molding time can be shortened to contribute to the upgrading of productivity as well as a device for manufacturing a pneumatic tire. SOLUTION: Annular member molding devices 2a and 2b comprise a mobile truck 4 which moves along a guide rail 2x laid between a tire molding machine 1 and each of the devices 2a and 2b, and a turntable 5 which horizontally rotates through a rotary drive device such as an unillustrated rotating drive motor, an annular pan plate 6 which is mounted, in a freely attachable/ detachable manner, on the turntable 5 and has a profile P corresponding to the profile of a tire side part and a supply device 7 which continuously supplies an endless and ribbon-like belt-shaped rubber material Wx in order to mold an annular member W or W+Wa on the plate 6, all of these components being mounted on the mobile truck 4.
