PROBLEM TO BE SOLVED: To provide an igniter for an internal combustion engine superior in waterproofness, and having high reliability. SOLUTION: This igniter for the internal combustion engine has a case 1 as a cylindrical part composed of a concentric double circular tube shape of recessing an end part of a plug tube 7 from a tip part 6a of a cylinder head cover 6, and inserted in the shaft direction into a plug hole for housing a spark plug in a bottom part, and seal rubber 4 fitted to and inserted into the case 1 so as to prevent flooding in the plug hole. The seal rubber 4 has a collar part 4d for deflecting in the shaft direction by abutting to the tip part 6a from the shaft direction, having extent for releasing radial directional dislocation of the tip part 6a, and forming a spreading surface in the radial direction, and a conical part 4a becoming a taper shape in the direction of the spark plug so as to guide the seal rubber 4 by abutting to the plug tube 7 at inserting time.
