PROBLEM TO BE SOLVED: To provide a lubricating-treated high tensile steel panel for a hot rolled steel panel and a cold rolled steel panel excellent in chemical forming treatment properties, adhesiveness and moldability and capable of being widely adapted as a steel material for a car. SOLUTION: The lubricating-treated high tensile steel panel has a lubricating film constituted of a composition prepared by compounding a lubricant with lithium silicate of a film component, and satisfies characteristics such that the Li component in lithium silicate is Li/Si (atomic ratio)=0.4 to 0.7, a ratio of lubricant total mass/lithium silicate mass is 0.1 to 2.0, a ratio of high melting point lubricant mass ratio/low melting point lubricant mass ratio is 0.3 to 5.0 and lubricating film treatment mass (silicate + lubricant total amount) is 10 to 1,000 mg/m<2> .
