PROBLEM TO BE SOLVED: To provide a total nitrogen and/or total phosphor measuring device which is simple and compact in configuration of the entire device, and capable of improving the reliability and reducing consumption of samples and reagent. SOLUTION: A light source 12 for measurement and a detector 13 for detecting the light from the light source 12 for measurement are provided on the positions across a cell 9 formed of a light transmissive material. An ultraviolet ray lamp 14 for irradiating ultraviolet rays on the cell 9 is provided, and the cell 9 is used for both decomposition and measurement.
