PROBLEM TO BE SOLVED: To provide a steel sheet having excellent surface properties which has no surface defects caused by the remaining of scale near the corner part of a slab on rough rolling and whose production cost is also low, and a production method therefor. SOLUTION: The steel sheet contains, by mass, <=0.1% C, <=1% Si, 0.1 to 2.5% Mn and <=0.03% S, and the surface roughness Rz of the steel sheet is <10μm. Alternativly, the steel sheet contains <=0.1% C, <=1% Si, 0.1 to 2.5% Mn and <=0.03% S, and in which the width in the width direction in a region where the surface roughness Rz is >=10μm in the steel sheet is <1 mm, and the surface roughness Rz in a region other than the above region is <10μm.
