PROBLEM TO BE SOLVED: To produce an activated fluoride catalyst useful for manufacturing an electrophilic fluorination agent, particularly for manufacturing bis(fluoroxy) difluoro methane(BDM) by a reaction of fluorine with carbon dioxide or for manufacturing fluoroxy trifuloro methane(FTM) by a reaction of fluorine with carbonyl fluoride. SOLUTION: The fluoride catalyst is a mixture of >=2 fluorides selected from transition metal fluorides, alkali metal fluorides and/or alkaline earth metal fluorides or one or more fluorides such as alkali metal fluorides, alkaline earth metal fluorides and/or transition metal fluorides, all of which are stuck on an inert supporting body, and is manufactured by passing a fluorine- containing gas through the fluorides to convert into the activated fluorides.
