PURPOSE: A time lapse apparatus for recording and reproducing, a method for controlling recording are provided to adjust record selection rate to a video signal input by the camera according to an abnormality signal, thereby prevent the important moment from missing in even case that an abnormality is generated and sensed. CONSTITUTION: A time lapse apparatus for recording and reproducing(10) includes abnormality detecting parts(25-28) correspondingly installed at least one or more cameras(21-24) for detecting an abnormality of a monitoring area of the camera, a recording part(35) recording video signals on a record medium with differentiating the record by the camera according to an abnormal signal input from the abnormality detecting part, a buffer memory(32) temporarily saving the video signal input by each camera during a predetermined time, a video signal selecting part(33) selectively outputting the video signals by the camera saved at the buffer memory to the recording part according to the abnormality signal.
