The device controls fluid flow through a pipe and has at least one hole (7) through the pipe and a movable blocking sleeve (8) opposite the hole. A deflector (9) covers the sleeve and hole to direct the fluid through the pipe. The deflector is a cylindrical envelope outside the pipe. A means of obstruction (10) is fixed to open inside the tube at the same point where the deflector is outside. Controller operates the blocking sleeve via a control rod, which is also outside the tube. One part of the control rod is covered by the deflector and a second part, outside the deflector, is connected to the controller. A protective sleeve (12) in the extension of the blocking sleeve is linked to it by elastic means (13), so the protective sleeve is automatically brought into a position covering a seal on the pipe beside the hole opposite the blocking sleeve when the blocking sleeve is not covering the seal. The pipe has at least two segments, one crossed by the hole and comprising the blocking sleeve, and a second connected to the first by the deflector. The pipe is a section of the production line inside a well (1) through a first oil reservoir and the fluid whose flow is measured is an effluent from the first reservoir circulating inside the pipe. The well passes through a second reservoir above the first and effluent from this reservoir flows through the annular passage between the pipe and the walls of the well.
