PROBLEM TO BE SOLVED: To enable a measure far before occurrence of a fire by detecting a preecho of tire. SOLUTION: Occurrence of a preecho of a fire is monitored by a highly sensitive optical sensor 3, and when it is detected, an alarm is issued, a small flow-rate valve 25 of a gas cylinder 24 is opened, and an insert gas is emitted by a fire generation suppressing amount.
