PROBLEM TO BE SOLVED: To prevent an RH exhaust duct from being clogged suppressing the increase in splash when the oxygen blow flow rate is increased in an RH degassing facility. SOLUTION: A ladle 4 is located below an RH degassing device A, and a submerged tube 3 of the RH degassing device A is submerged in molten steel 7 below the slag 8 in the ladle 4. After starting the RH degassing treatment while circulating molten steel 7 in the circulating direction 9 of an arrow in the ladle 4 and in a lower tank 2, oxygen of the target quantity for both oxygen blow ports is blown from the two oxygen blow ports 6 and 6 having an with reference to blow pipe 5 in an intermediate tank 1 of the RH degassing device to reduce the with reference to blow pressure.
