PROBLEM TO BE SOLVED: To effectively generate electricity without wasting high pressure steam obtained from a waste heater boiler. SOLUTION: In the generator set of the refuse incinerator, providing with a steam turbine 3 for driving a generator 4 supplied by the high pressure via the high-pressure steam supply line 2 from the waste heat boiler 1 of the refuse incinerator, a low-pressure steam condenser 6 condensing the exhaust steam via a steam exhaust line 5, and a high-pressure steam condenser 12 for supplying the high-pressure steam, exceeding the rating of the steam turbine 3 via surplus steam line 11, there is set a preheat steam supplying line 34 always preheating the part of the low-pressure exhausted from the steam turbine 3 connected to the high-pressure steam condenser 12 from the steam exhaust line 5.
