PROBLEM TO BE SOLVED: To provide a nonwoven mat, capable of exhibiting effects of a carbon- based material. SOLUTION: This carbon fiber-based nonwoven mat 16 is obtained by cutting carbon filaments 10 in a definite length, opening and laminating the cut carbon filaments and forming the resultant laminate in a mat-like shape having a prescribed thickness by a needle punch 6.
