PROBLEM TO BE SOLVED: To provide a roller furnished with elasticity and an insulation property free to adapt to a roller excellent in the insulation property, fast in rising due to heating and requiring the elasticity and a heating device using it. SOLUTION: The insulation property of an elastic body layer 47 is improved by carrying out vacuum-drawing to lower air density of the foam inside of foaming silicone rubber of the elastic body layer 47 and lowering heat conductivity of the foaming silicone rubber by using a fact that about 60% of heat discharged to the elastic body layer 47 is heat transmitted to an elastic body material, that is, the silicone rubber itself in this embodiment and remaining about 40% of it is heat transmitted through air in the foam in the elastic foaming body.
