PROBLEM TO BE SOLVED: To control the flow of a foaming fluid before the expansion of expandable groups being expanded to make foam in a desired direction and to prevent the generation of the defective cutoff and defective reinforcement of a hollow structure. SOLUTION: An expandable base material 30 comprising a material to be expanded by external heating and a support member 11 supporting the base material 30 at a required position of a hollow chamber 6 are provided. A support 13 for inducing the flow of the foaming fluid on the basis of the expansion of the base material 30 is formed in the support member 11. An expansion accelerating part 14 which has a smaller value of flow resistance to the foaming fluid and smoothes the flow of the foaming fluid and an expansion controlling part 15 which has a larger value of flow resistance to the foaming fluid and controls the flow of the foaming fluid are formed in the support 13.
