PROBLEM TO BE SOLVED: To prevent the burnout of an electric motor while accurately positioning a spool at a second position. SOLUTION: This operating device comprises an operating arm 68 for pressing and moving the spool 66 from a first position to the second position against an energizing force of a spring 69 by rocking in one direction, a link mechanism for linking the operating arm 68 with the electric motor so as to rock the operating arm 68 in cooperation with the operation of the electric motor. The second position of the spool 66 has a setting width so as to allow the excessive rocking of the operating arm 68 in one direction in a holding state of the spool 66 at the second position.
