PROBLEM TO BE SOLVED: To provide a plate and a system for absorbing an electromagnetic wave, which enable effective damping of the electromagnetic wave incident upon a surface of the plate at a shallow angle. SOLUTION: The surface of the electromagnetic wave absorbing plate 1, which constitutes a wall surface, a ceiling surface and the like, is formed with a rib-shaped protrusion 10 which causes the scattering or reflection of the electromagnetic wave incident upon the surface of the plate 1 at the shallow angle.
