PROBLEM TO BE SOLVED: To provide a rotating damper in which a torque rate and an area of torque generated at once in an opening and closing of a lid, etc., can be freely set independently from each other. SOLUTION: In a rotating damper having a casing with a fluid room in which a fluid is filled, a rotating part consisting of a base part which is stored in the above fluid room and is possible to rotate freely relatively to the casing, a stopper wall which is equipped with the casing to limit a rotary angle of the above rotating part inside the fluid room, the casing equips a separating wall which divides the fluid room into the first and the second rooms and the rotating part has the first base in the first room and the second base in the second room in one body, and the first base equips the first torque generating means to generate a torque in the first room at the rotation of the rotary part to the first direction, and the second base equips the second torque generating means to generate a torque in the second room at the rotation of the rotating part to the second direction.
