PROBLEM TO BE SOLVED: To provide a compact carbon monoxide converter which converts a reforming gas obtained by steam reforming hydrocarbon fuel into the gas with low carbon monoxide concentration. SOLUTION: The carbon monoxide conversion catalyst layer 7 which fills up the carbon monoxide converter 1 is composed of two or more catalyst layers composed of different catalysts. The catalyst layer 7a using Cu catalyst for high temperature is set up in the upstream to the direction of a reforming gas, when the reforming gas with 280 deg.C or more is passed through. The catalyst layer 7b containing a noble metal catalyst for low is set up in the downstream, when the reforming gas with 220 deg.C less is passed through. The temperature control is carried out with the cooling pipe 8 installed in the monoxide carbon converter.
