PROBLEM TO BE SOLVED: To provide a gateway system in which call loss or inaccessibility to a signal station code can be prevented even upon occurrence of a trouble on the MGC side and a communication line can be utilized effectively. SOLUTION: A No.7 side signal processing section 11 has an MTP-L3 function and receives a No.7 signal from an SS network. The No.7 side signal processing section 11 has a function for acquiring the line ID code in an MTP-L3 user message and performs an appropriate signal conversion of a received No.7 signal before delivering it to an IP side signal processing section 12. The IP side signal processing section 12 has an M3UA function and performs SCTP for a signal from the No.7 side signal processing section 11 before delivering it to an MGC though an IP network 10. An MGC management function section 13 has a partial function of MGC state management and ISUP and generates a line close signal using an MGC line closing function 132 upon occurrence of a trouble on the MGC side before transmitting it to the SS7 network side through the No.7 side signal processing section 11.
