PROBLEM TO BE SOLVED: To provide a device for establishing a multi-connection and a method for controlling the multi-connection to realize a large-scale stream distribution for delivering stream broadcast to a large number of clients. SOLUTION: A characteristic configuration of this invention comprises a request analyzing part 22 to analyze information regarding a request for a stream contents which is included in a packet received from a client 5, a message cache part 23 to store the stream contents request information analyzed by the request analyzing part 22. The message cache part 23 puts a plurality of stream contents requests information together into one representative distribution request forming one stream contents request and sends it to a stream server 1 from a server-side transmission/reception means 24.
