PROBLEM TO BE SOLVED: To provide a composition having excellent hair restoring effects, the effects can be attained by improvement of the peripheral blood flow of the scalp. SOLUTION: The hair restorer is characterized by formulating at least one of inhibitors of angiotensin conversion enzymes, that is (1) valyltyrosine, isoleucyltyrosine and hydrolysates of marine products containing these oligopeptides, and (2) valylprolylproline, isoleucylprolylproline and lactic acid fermentation products of skimmed milk containing these oligopeptides, as the hair restorer.
