PROBLEM TO BE SOLVED: To provide an intake air control device for an internal combustion engine for securely operating the engine, including the starting thereof, in response to a change with the lapse of time of an intake air passage due to the adherence and pile of deposits. SOLUTION: When starting the internal combustion engine, the stall of the internal combustion engine due to the pile of the deposits on the inner wall surface of the intake air passage is detected. When detecting the stall, the valve opening TA of an electronic control throttle valve is forcibly controlled to an opening side, and increased for correction stepwise.
