PROBLEM TO BE SOLVED: To provide a metal surface treatment device capable of recycling sludge generated by treating cleaning waste water after phosphate formation as value-added resources at a low treatment cost without any large remodeling of a present surface treatment device, and producing no waste. SOLUTION: This metal surface treatment device comprises a unit (1) for performing water cleaning after performing phosphate formation on a work, a unit (2) for performing electrolysis of the cleaning waste water in the unit (1), a unit (3) for recycling the treatment water by the unit (2), a circulation piping system unit (4) for converting the treatment solution containing the sludge generated in the unit (2) into a concentrated sludge solution, a drying unit (5) for converting the concentrated sludge solution into dry sludge, and a baking unit (6) for baking the dry sludge.
