PROBLEM TO BE SOLVED: To provide a voting machine, capable of immediately providing the number of votes obtained by each candidate at the time of vote counting and also immediately providing the history information on the obtained number of votes at any time, prior to vote counting, without requiring the reading, sorting, and totaling operations of voting in various types of elections. SOLUTION: This voting device comprises at least a punch mechanism 20 for cutting a ballot P inserted into a specified position in a specified shape, a mechanical counter 30 for courting the number of operations of the punching mechanism 20, a latching mechanism having a detection element for detecting the ballot P to disable the operation of the punching mechanism 20, a storage case 50 for storing the sheet pieces of the cut ballot P, and a cabinet 10 having a ballot insert port 11H and the indication part 31 of the counter 30 and having a manual operating lever 21 for operating the punching mechanism 20 disposed thereon. The latching mechanism 20 detects that the ballot P is inserted into the specified position of the ballot insert port 11H, so that the punch mechanism 20 can be operated, and the counter 30 displays the number of operations of the punching mechanism 20.
