PROBLEM TO BE SOLVED: To provide a frequency converter which eliminates occurrence of rolling, when input video signals are moving images and displaying them at the display device of arbitrary frequency specifications. SOLUTION: The frequency converter 1 is provided with a frequency conversion means 10 for converting the vertical frequency and horizontal frequency of the input video signals A to the vertical frequency and horizontal frequency of desired video signals and performing the reducing processing or enlarging processing of the number of pixels; the frequency converter 1 is provided with a vertical synchronization signal generating means 20 for generating the signal of the frequency which is the same as the vertical frequency of the video signals frequency-converted in the conversion means 10, a switching means 50 for supplying either of the vertical synchronization signals of the means 20 and the video signal A to a synchronization signal generating means 30, a frequency discrimination means 43 for discriminating the frequency of the vertical synchronization signal of the video signal A and the synchronization signal generating means 30 for generating a synchronizing signal, synchronized with the vertical synchronization signal from the means 50 and turning it to the synchronization signal of the video signal frequency-converted in the conversion means 10; and depending on the discriminated result of a discrimination function 43, the means 50 is switched.
