PROBLEM TO BE SOLVED: To provide a braille forming device which can be manufactured at a low cost and which is reduced in faults by eliminating mechanically operating parts. SOLUTION: In the braille forming device for allowing a visually handicapped person to read a braille element 5 expressing a character, a thermally insulation body 3 for cutting off the transmission of heat is provided inside of a fixing table 4, and a heat conductor 1 for forming the braille element is installed and a heater 2 for supplying heat to the heat conductor is provided inside of the thermally insulation body. Thus, the visually handicapped person reads the character by sensing a temperature conducted when he/she touches the heat conductor. The heat conductor forming the braille element projects from the surface 6 of the table 4 and the heater consists of an element having Peltier effect. Since the recess/projection of the braille can be expressed by the high/low of the temperature, there is not mechanical operation part in braille formation and a fault is eliminated.
