PROBLEM TO BE SOLVED: To provide a cleaning device which can reduce image staining due to toner scatter from a rotary brush. SOLUTION: This device has the rotary brush 3 which has many brush fiber- hairs extending radially from its cylindrical surface and is supported movably between the contact position where the tip part of the brush hairs comes into contact with the surface of an image carrier and the separation position where it leaves the surface to remove toner from the toner image carrier surface, and a cleaning container 1 which supports the rotary brush 3 rotatably and contains the toner collected by the rotary brush 3 from the toner image carrier surface; and the falling direction of the hair of the rotary brush has a component (X) directed forward in the rotating direction of the rotary brush 3 and a component (Y) in the direction of the axis of rotation of the rotary brush and the component (Y) is larger than the component (X).
